The user count for your Jira/Confluence instance is calculated based on the number of users with permission to log in, i.e. users with the:
'Jira Users' global permission
for Jira instances;
'Can Use' global permission
for Confluence instances.
Server ID
The Server ID is an additional tool to help identify your license. It:
is generated when you download and install our software for the first time;
exists for the life of the product instance;
survives an upgrade;
is held in the database;
is not bound to a specific license;
is the same for all servers in a cluster (Confluence only).
